Dr. Pacificah F. Okemwa is a senior academic at Kenyatta University, where she has served as Chair of the Department of Sociology, Gender and Development Studies. She holds both a Master’s and PhD in Religious Studies from Kenyatta University and is widely recognized as a gender scholar, consultant, researcher, and participant trainer. Over the last two decades, she has led  and participated in researches on gender, childcare, domestic work, and women’s economic empowerment in Kenya, South Sudan, and across the region.
Her academic research and consultancy portfolio demonstrates a long-standing commitment to understanding and transforming undervalued forms of women’s and girls’ labor, particularly domestic work and childcare. She was the lead researcher in the groundbreaking study Gender and Power Analysis in Five Informal Settlements of Nairobi (2015), commissioned by Oxfam GB, which provided critical insights into gendered dynamics of care and economic marginalization. In the same year, she also served as Lead Research Consultant on Stopping Violence against Child and Young Domestic Workers Through Regulation and Education, an international initiative that highlighted the exploitation and vulnerabilities faced by domestic workers.
Dr. Okemwa has consistently combined scholarship with practice, contributing to knowledge products that directly inform advocacy and policy. Notably, she developed and presented a project proposal on Turning Domestic Work into a Dignified Enterprise at the European Development Days (2013) in Brussels which emphasized the role of training and certification. She also participated in the development of the documentary The Invisible Worker (2013), which shed light on the plight of child domestic workers as well as adult men and women engaged in domestic work across five East African countries. These works have amplified neglected voices and helped place domestic work at the center of policy dialogues on labor rights and social protection.
Her recent consultancy work extends to childcare and gender-responsive programming in diverse sectors. She recently led a Gender Equality, Social Inclusion and Environmental Analysis for the Action for Paid Childcare Sector Transformation (ACT) project implemented by the World University Service of Canada (WUSC), providing evidence-based recommendations for building a stronger childcare ecosystem. In addition to consultancy, Dr. Okemwa has authored numerous academic publications, including recent articles on the economic impacts of sexual and gender-based violence on women in Kenya and the centrality of formal education in women’s empowerment in South Sudan. Her body of work situates care, childcare, and domestic work not as peripheral issues but as fundamental to economic development, gender equality, and social justice.
Currently, she serves as Gender Lead in the IDRC-funded SPARC project on building gender responsive climate-resilient communities in South Sudan and as Co-Principal Investigator of a Gates Foundation-funded programme on mitigating and preventing sexual and gender-based violence as a constraint to women’s economic empowerment. Across these roles, she brings an unrelenting passion for gender-transformative change, advancing evidence, and strengthening systems to value and support the labor of women and girls.

  • l September 5- 8th 2016 “Induction of the Anti- FGM Board on the Prohibition of FGM Act 2011”. I (with two others) inducted the newly appointed Anti- FGM Board members on selected issues related to FGM. I presented a paper titled “Gender Womanhood and the practice of FGM “. Aim was to equip board with knowledge and skills to appreciate the centrality of FGM in the social construction of womanhood hence the need for ethnographic studies to enable development of strategic policies and mechanisms for ending FGM.
  • December 15- 18th 2014 “Induction of the Anti- FGM Board on the Prohibition of FGM Act 2011”. I (with two others) inducted the Anti- FGM Board on their mandate, and scope of their responsibilities as specified in the Act. Participatory training methods were used to explain the need for strategic communication, Lobbying, Advocacy as well as the specific provisions of the Prohibition of FGM Act 2011.   • 1st May- 7th May 2017 (with others) I participated in the  Assessment of the Tamar Campaign Against GBV in the Democratic Republic of Congo (DRC). The Tamar Campaign was based on a project by Claremont University Graduate School whose aim was providing ordinary people with a platform where they would meet and talk about gender- based violence- prevalence forms, types and contexts where these commonly occurred. We trained research assistants and collected data which we are currently analysing. The aim of this is an on- going collaborative Project between Kenyatta University and Claremont Graduate School and funded by Norwegian Church Aid
  • 27th January 2017, was contracted to draft the Publication on Inspiring Stories of African Women Scientists by Network of African Science Academies (NASAC) under the NASAC IAP -Project
  • February 2015, Lead Research Consultant “Stopping Violence Against Child/ Young Domestic Workers Through Regulation and Education – Kenya”. Client: IDAY –International, IDAY- Kenya.

  • May 2014, (With others) Won a competitive consulting bid on Raising staff awareness on the need for Gender Mainstreaming in Kenya Power and Lighting Company for a period of two years. We also disseminated their Sexual Harassment Policy to over 1000 members of staff in the five administrative regions in Kenya
  • In November 2012, we won a competitive consultancy to information on HIV and AIDS and sexual behaviour change to road construction workers along Ejinja –Bumala road in western Kenya. Some of the emerging issues include; that there is a connection between women’s economic status and transactional sex; the roles of women in the family often acts as barrier to movement outside the home and impacts negatively on other areas of their personal growth.
  • December 2012 to May 2013, was part of team contracted by Kenya Power to develop a gender training module and disseminate the company gender policies. A publication based on the experiences gathered particularly on gender - based violence in the work place is with publishers.
  • From the year 2010 to date I have been involved in a project on the plight of domestic workers in Kenya. The aim of this project is to explore ways of converting domestic work into an enterprise/ employment of choice for many unemployed youth and women. The baseline survey accompanying the research underlined the various forms of Gender-based violence domestic workers are subjected to in their line of work
  • August 2013, was an executive producer of a Documentary on Domestic work in Eastern Africa.
  • April – May 2011 conducted a Gender Impact Assessment for the Ministry of Agriculture National Agriculture and Livestock Extension Program (NALEP). The research noted the enormous contribution of women in both subsistence and commercial farming. However, this contribution is hardly given the recognition it deserves, by both the society and government
